Enrollment remains above projections in Bloomington Public Schools

Bloomington Public Schools K-12 enrollment dipped slightly, yet remains above projections according to the district’s 2025 Enrollment Report. The report is based on the state’s official Oct. 1 count of students from early childhood through age 22.

Enrollment plays a critical role in public school districts because state funding is directly tied to student enrollment in the district's schools and programs. Analyzing enrollment trends is essential for future planning in areas like budgeting, transportation and class sizes.

Report Highlights:

  • K-12 enrollment is 9,688, a decrease of 111 students from last year. However, this is 54 students above projections. 
  • Total district-wide enrollment is 10,482 when including early childhood (625) and programs for students ages 18-22 (169).
  • This year’s kindergarten class of 588 is a decrease of 40 students from 2024-25.
  • Open-enrolled students are 10 percent of the district’s enrollment, unchanged from last year. Open enrollment is a sign of high interest in BPS and an important source of state funding.
  • Special Education students make up 21% of the district’s enrollment, a one percent increase from last year.
  • Early learning enrollment, including preschool, held steady at 625. This is the first year all early learning programs are housed in the new Early Learning at Washburn.
  • The district’s student body is 59% racially/ethnically diverse, up one point from a year ago.
  • The percentage of students qualifying for free and reduced price educational benefits is 45%, unchanged from last year.
