Early Childhood Special Education

While all children grow at their own pace, some children experience delays in development. Special health conditions may also affect development. Early Childhood Special Education (ECSE) offers, at no cost to families, information, support and referral services to help.  ECSE programs provide supports and services to infants, toddlers, and preschool children with a delay or disability and their families. 

These services may be provided in a variety of settings including in your home, in a school-based early childhood program, or in a community-based childcare. Children are eligible for Early Childhood Special Education through a special education evaluation.

Minnesota's Help Me Grow: Infant and Toddler Intervention services are provided for eligible children birth through age two who may be experiencing delays in their development for several reasons, including special health conditions. These services are designed to meet the unique developmental needs of each child and their family and are offered at no cost to families.
